I think old machinery is cool because they had fewer tools to solve problems so they had to be mechanically creative, and because (sometimes) the designers put some art into their machines.
As for how this splits the power between tracks: It clearly drives the front sprocket. Based on some other pictures, I believe there is an open differential under the front cowl. Those levers are connected to band brakes, one on each half shaft. Pull on the lever toward the side you want to turn, that sprocket slows down, the other speeds up. My guess is that braking - like if you were going down a steep hill - involves putting it in neutral, then working both levers.
